Saotake (Bamboo pole) | Midori's father, and emperor of the planet Takeya Saotake (this planet has space coordinates of TRX 1138, a play of George Lucas' old movie THX 1138). Saotake looks like the Penguin Village police chief. He is being held captive by Mashirito. At the end of the movie, Midori returns to Earth, and her parents stay on their own planet. |
Takeya (Another play on bamboo) | Midori's mother, and Empress of the planet Takeya Saotake. She is a tall, grey-haired old woman in a greyish-green gown. She is also being held captive by Mashirito. |
Kodomodo Dragon | A combination of "kodomo" = child" and "komodo dragon". This is a young spikey blue dragon that Arale finds on some planet. Peske, Arale, Ga-chan and the dragon play around for a while before the heroes continue on their quest. Never seen again. |
Mashirito |
In this movie, Mashirito (a play on Torishima, the editor for the Dr.
Slump manga) is an obscure space tyrant (obscure in that Senbee and
Arale have not heard of him) that is using three villians to conquer
various planets across the galaxy. The three villians are parodies
of the Krypton criminals that appears in the second Superman movie.
They use giant robots that Mashirito had built to wipe out other
people. On one of the planets, Mashirito discovered a photo of Midori
when she was very young, and he decides to marry her. By the end of the movie, the three criminals have been killed by Arale, and Mashirito is left behind in his castle with the ruins of Mama. The villans are:

Mama | A giant female version of the buddha statue. She is supposedly Mashiroto's mother, and she comforts him and gives him advice throughout the movie. In fact, she is just another one of Mashirito's robots, which self-destructs at the end. |

Princess Front | Daughter of the emperor of Radial country. This empire has a very blatant "car" motif. Front is a skilled swordswoman and race driver. She is a dead-ringer for Midori Yamabuki. |
The Emperor | Other than looking like the Penguin Village police chief, the emperor has very little going for him. He puts on the car race to find a husband for his daughter. |
"The Artist" | Robot Toriyama shows up as the Emperor's regent. He spends most of his time laughing that the princess will be getting married soon, and then suffering from the beating that Front gives him. |

Visuna | In the original manga story, Visuna is an evil regent that wants to kill his princess (who looks like Akane) to take over their country. In this movie, Visuna looks and acts the same, but now he is a black magic user, and is the last in the line of Nanaba's royal blood. |
The Evil Genie | In the original manga, Visuna summoned the genie, only to be killed by it later. In the movie, the genie is a stone statue with a slot in its forehead where the Eye of the Rainbow goes. When the Eye is removed, the genie turns back into a statue. |
Everyone Else | The regular Penguin Village cast is re-cast for this movie. Obotchaman-kun is a catholic priest; Senbee is a rich adventurer; Akane, Arale, and the Ga-chans are modern-day Robin Hoods; Suppaman is a TV reporter (there's a gag about TV not being invented yet in 1929); Tarou is a well-dressed cop; and Peske is Tarou's boss on the force. |

Suzume (Sparrow) | A small blonde-haired girl, about age 3, still wearing diapers and sucking on a pacifier. Suzume is the little sister of Hiyoko, Peske's girlfriend. (Hiyoko = "chicken".) Suzume's dream is to become an idol singer. |
Scope-kun | A parody of Star Trek's Spock, Scope is a young transfer student in Arale's class. He is relatively smart, and makes cameo appearances in some of the other movies. In this movie, Scope confronts Kinoko's teaching robot, and easily answers all of the arithmetic questions before asking Kinoko what "2+4" equals. |

Princess Purua: | (Purua is a pun on "apple".) This small girl looks like little Chi Chi did at the begining of Dragon Ball. She wears a blue and yellow gown with a big red bow. She has never laughed before, and the Emperor and his advisor dispair of her ever laughing at all. |
The Emperor of Yapaiya (Papaya) | A short, fat, bald guy with a big black moustache. The Emperor dotes on his daughter, and otherwise seems to have no other purpose in life. |
The Empress of Yapaiya | A very tall, elegant woman, the Empress wears a red and pink gown, and a funny royal bonnet. The Empress' main function is to look regal, and act polite all the time. |
Jionre (I don't know the pun.) | Jionre is the the grey-haired dignitary that acts as the Emperor's main advisor. He is a very straight-laced man that disapproves of inappropriate behavior on the part of the royal family, making him the perfect target for unchi-kun. |
Prince Chap, from Totoma | (Tomato Catsup). This is Suppaman's little brother, in a prince outfit, set to become Purua's future husband. He has a cameo shot at the end of the movie. |

Vandra | A sexy red-head vampire. Vandra is really hungry and short-tempered. In her skimpy costume, she's very attractive, but she loves draining children to death. |
Zombie, Mummy, Werewolf, and Franken | There's all kinds of monsters in Hotel Monster. The mummy boy is always running away from Arale, because the robot enjoys spinning him like a top to remove his bandages. The Zombie is the one that came up with the monster-hotel theme, but is just another one of Vandra's underlings. The werewolf disappears half-way through the movie in an apparent oversight by the writers. And the Frankenstein monster is a rather dense bellhop. |
The onsen fountain | As an inside joke, the artists turned the Dragon Ball Shenlon into a giant water fountain in the hotel's hot water spa. The implication is that Shenlon has a part-time job on the side, when he is not out granting wishes. |
